** Bug report summary **
On entering, the password strength is checked and, if not sufficient, the user gets a message.

However, the user can still register using the weak password.

** Steps To Reproduce **
Register a new user, using a weak password.

**OS / Browser / Resolution **
tested on Firefox and Opera, Win10 21H1
