Sometimes on startup Maru is taking time peering with its static peers. The symptom of that is:

peers=[]

1. Start up Maru

3. Sometimes it happens

Actual result

Maru doesn't peer for a long time on startup

Expected result

Maru should peer with static peers quickly on startup
