This release is a merge of beta-v4.0-rc11-TRACER-only-columns-hotfix and beta-v4.0-rc12
All commits done on the hotfix version, constraints and tracer, have been applied to rc12

This release can trace London, Paris, Shanghai, Cancun and Prague

Diffs with beta-v4.0-rc11-TRACER-only-columns-hotfix constraints are :

• zkevm_london.bin is the same
• zkevm_paris.bin is the same
• zkevm_shanghai.bin is the same
• zkevm_cancun.bin : column OUTGOING_INST goes from u8 to u16 + constraints name changes
