Cleanup and sunset finalized-tag-updater

Description

As Maru is now responsible for handling the L2 "finalized" tag, we'd like to sunset the besu plugin "finalized-tag-updater" and cleanup its presence from our code-base, GHA pipeline, linea-besu-package, etc..

Motivation

This section should indicate what value we are receiving from it.

Tasks

• Remove from the assemble step of linea-besu-packageand linea-besu-package release output
• Remove it's source code from linea-monorepo
• Remove the GHA build, test, release workflows related to finalized-tag-updater
• Ensure all besu nodes in our environments don't reference and use finalized-tag-updater
• Ensure it's not mentioned as being actively maintained in external docs

Acceptance criteria

• List tests that need to be implemented or checks to consider this task completed.
