about Node Manager

Hello,I'm a programmer from china. I have been doing blockchain development for five years.I think the "Node Manager" function is very useful when creating a permission chain.Why remove this feature？ We are doing a permission chain project for the government,using previous version, we can create a new chain through the cakeshop interface.However, in the new version, this feature disappeared.Government computer rooms often have multiple virtual machines ,Different departments often need to create different blockchain networks.Creating a new chain through the interface is the easiest way for technicians who don’t know much about quorum.
