German Language Bug Final Cut Pro 11

DESCRIBE THE BUG:
The bug is German Language for the Command Set, this is a similar error to FB13734686, in which the command set is default German keyboard layout.

TO REPRODUCE:
Quit FCP11
Close lid of Macbook Air M1
Wait a few hours
Open Lid
Launch FCP11
Check Command Set
German Keyboard Layout QWERTZ, instead of QWERTY
Press Command key resets to QWERTY layout.

I can reproduce this bug, same every time.

EXPECTED BEHAVIOUR:
No German Keyboard QWERTZ layout
