underline different spacing between character and line

Describe the Bug

There is a regression in underline presentation.

Steps to Reproduce

1. Gopen attached file
2. Compare underline in chapter 6 and 7

Expected Behavior

Both underline the same / see the space between the line and character

Actual Behavior

diffrent space
