Describe the Bug

  1. When working on a text document
  2. Turn on Review > and toggle on the tracking changes
  3. The insert mode says inactive , the user might think they cannot type but they actually can

Insert mode: Inactive should be shown it should be either as part of #11170 or we should show Tracking changes: on
