Wazimap South Africa has a nice bar across the top that links to each of the subject areas in Wazimap. See https://wazimap.co.za/profiles/country-ZA-south-africa/

Figure out how to do this for NepalMap and update NepalMap so that it has a subject navigation bar at the top.

@arlexgole offered a prototype for #243 that includes navigation on the left side. See #243 (comment)
