Introduction of flag --scope=machine

Hi,
I would like to start a discussion about the flag --scope=machine

I searched in the commits and logs to understand why and when this flag was added.

Found the change in the commit bf271b8 but was without a description of the thought process and now seems like is causing a lot of issues with packages that doesn't have Scope: machine in the manifest.

I would like to hear from you and maybe come up with a solution.
