Implement setup

We might need to implement setup() in the CTUHelpR package. Is CTUBasel the right place for this function? @benkertp what do you think?

Describe the solution you'd like*
A reimplemented setup() in accordance with the implementation guidelines for this package. Maybe choose a more descriptive name like e.g. calc_setup_time()
