Docker for BMI

I wrote a Dockerfile with initial intent for having a fast full dev environment (BMI, HIL, Ceph) on my local system. VMs on the local or on kaizen were too slow as I normally sync files using IDE.

This file can evolve into a full on alternative deployment option for BMI especially for people who use kubernetes, Docker swarm, etc for their internal deployments.

Also the built image can be uploaded to MOC docker registry (if it exists) and CI can be configured to build the a new docker image when a merge happens in master/dev.
