cannot load localhost:8000 #170

whenever I run docker-compose up -d everything works, but when I go to localhost:8000 nginx returns 499 then 504, and it does this every time.

I think this might be fixed by the changes in #178. I think I saw this somewhere along the way while troubleshooting things.
