[Feature]: Separate model encryption key from master key #3635

The Feature

allow setting a separate key - e.g. SALT_KEY, for encrypting models to store in db.

Motivation, pitch

This prevents 'nacl.exceptions.CryptoError: Decryption failed. Ciphertext failed verification' errors
