Command line tool install under Windows

I grabbed the repo but it's unclear how I can install the CLI from the repo.
I've already installed Python on my Windows machine per Backblaze instructions.
It's likely I've missed something since this doesn't appear be a common question. Perhaps that might lead to an update to the README.md docs.
