Fix tarball creation and unpacking, Tcl component logic
Making the tarballs with full path, the unpacking was not succeeding - instead,
files were being copied over individually as deltas. Also, liboptical does
(can) use Tcl for one of its shaders, so based on BRLCAD_ENABLE_TCL we may need
it as a dependency. Same for libdm plugins.
With the new bext setup, should probably simplify/replace all uses of
BRLCAD_ENABLE_TCL except the top level one with enable/disable based on the
find_package_tcl results. As long as find_package_tcl returns empty if that
variable is set, the rest should follow.

Don't apply the executable mask on Windows
Per Microsoft's _chmod documentation, their version doesn't have a
concept of executable, so "setting" it with bu_fchmod is a no-op. We're
getting a path on Windows now, but the is-executable test was still
failing because the files sb.st_mode didn't match the mask we were
testing.
This may point to a problem with our config_win.h defines for this case,
and if we're willing to dive much deeper into the ACL permissions setup
there might be analogs we could map this to, but for now go the simple
route and just don't check for something we can't set with _chmod.

Fail earlier and with error messages in GetFileNameFromHandle
The reason we were getting a nonsense string rather than an empty string
from GetFileNameFromHandle appears to be the string copy still taking
place even if the CreateFileMapping operation failed.
Rework logic to bail immediately if one of the steps fails.

seeing a peculiar error from bu_fchmod() on secured Windows machines where GetFileNameFromHandle throws an error about being unable to map zero-length files. this may be a security policy, or implementation limitation, but can be accommodated by simply writing something to the file beforehand.

Disable test exec builds if BUILD_TESTING=OFF
Allow for a more minimal compilation if testing is off - disable the
compilation of test executables based on CTest's BUILD_TESTING variable.
If that variable is off CTest tests won't be available in any case.
Allows for more minimalist compilations as well when using
BRLCAD_COMPONENTS, which is the original user case prompting the suggest
to support disabling them.

exit if no layout can be found
if we get to this point and something has gone wrong (ie it is unable to
find a layout), we need to abort.
Current problem was observed with our m35 model. The tops objects are
'scenes' and have the component sitting on a halfspace groundplane with
lights. The halfspace in particular screws things up as we rely on the
bounding box size (which is inf) and orthogonal views (bottom view is a
blank white square).
This is a tricky problem to solve auto-magically. So for now, just punt
and make the user manually specify the correct component.

add simple progress bar feedback
when the execution got moved to gchecker (fdd3918), the progress bar for
this tool essentially became useless. In a perfect world we'd probably
have some sort of signal to poll progress and report back or refactor
gchecker to run one suite at a time. But, tcl doesn't easily accomodate
signal sending, and a refactor would be overkill just for a progress
bar.
In the meantime, give very basic status text to let the user know that
their click is doing *something*.

correctly catch gchecker errors
our raytracing tools log to stderr, which 'exec' treats as an error. So,
use the status plus last error code to determine if gchecker actaully
failed or it was just raytrace logging.

Replace lint concurrentqueue with bu_parallel
Back to basics - lint using concurrentqueue.h didn't agree with the new
BoT raytracing code, so use standard bu_parallel instead.
For future reference - concurrentqueue issue appears to be some sort of
memory issue - running with one CPU worked, and running in valgrind
worked without errors (arrgh) but 2 or more CPUs crashed at bot.c:1480:
