I can't set no new tasks for lhcathomedev

Describe the bug

lhcathome-dev does not react to commands from boinc.
When i press update, suspend, reset, or remove nothing happens

Other projects are not affected.

Steps to reproduce

Attach to https://lhcathomedev.cern.ch/lhcathome-dev/
Attempt to set no new tasks

Expected behavior

Projects can be controlled by boinc-manager.

Issue is present on build 8.1.0-1981 but not on build 8.1.0-1976

This was a little issue that is already fixed

No. I get Connection refused when connecting to https//boinc.berkeley.edu. I can't update it.
