Docker images need to be pre-built #110

The bootstrap/docker-compose process still builds various docker images on demand. This is prone to breaking in the future. A better approach is to use pre-built docker images. This also will make the install_bootstrap process faster.

I think Charles is currently working on this for the Commons deployment.

I think Carlos had already addressed this in BD2KGenomics.

The part I'm doing for Commons is automating the builds of the docker images themselves.
