We have found an issue in the installer. The installer sometimes fails to copy one dll file when user upgrades core tools from old version to the latest version. We have the next core tools release in the pipeline, the issue is resolved in that version.

Meanwhile, we recommend that users uninstall the old version and install the latest version to mitigate the issue instead of directly upgrading it.
