Change the answers to Q8a to match the selection in the report (needs migration script for existing data)
Improve instructions in the outputs report.

To test these:

Include the selected baseline/indicator and service/outcomes in the data set summary tab.

Complete or examine existing completed data set summaries for a project.
View the data sets tab in the project and ensure the data in each column correctly reflects the data in the data set summary, in particular, the service, outcomes and baseline/indicator column.

Change the answers to Q8a to match the selection in the report (needs migration script for existing data)
Note that the format for the answers to q8a has changed (you can compare staging/production to test) to match the terms used in the outputs report.

Ensure that when you select baseline or indicator for q8a you can still import the data set into a report with the matching answer to baseline/indicator in the report.
Ensure that data set summaries with creation/edit dates before this change have been correctly updated to the new answers.

Improve instructions in the outputs report.
Review the instructions for selecting a data set summary in the outputs report.
