localeConfig attribute has an issue with AGP 7.2, which is fixed in AGP 7.3.0-beta04. However, Android Studio doesn't currently support this version, and this attribute should be removed from AndroidManifest.xml until the next version of Android Studio is released.

Considering that this attribute is only used in Android 13 and above (which hasn't yet been released), not using it temporarily won't cause any issue, but the necessary update should be done as soon as possible.
