Context

With the additions of the load_metadata and generate_computed_files management commands, and the refactoring of load_data, the LocalDataManagement section of the API Readme is no longer consistent.

Problem or idea

Edits should be made to the readme which take load_metadata and generate_computed_files into account, as well as the refactoring of load_data.
