Since flask-restplus is dead (noirbizarre/flask-restplus#770) we should consider moving to something that is still maintained. The fork flask-restx seems to have a fair bit of initial community effort behind it.

I discovered this when I realized that a recent Werkzeug update broke flask-restplus and therefore all our CI: noirbizarre/flask-restplus#777
