Remove formatter/annotate from arkimet

Due to the complexity of --annotate (see for example #300) it may make more sense, in the medium-long term, to remove the functionality from arkimet altogether, and move it closer to the UI layer of the stack.

That way annotation can have more tools at their disposal, such as a regularly updated database of descriptions.

For compatibility with existing code, this is necesasrily not a short-term plan
