Utilize Paper's new enhanced plugin-loading API by including a paper-plugin.yml.

Among other benefits, a Paper plugin provides a still stronger means of classpath isolation from the other plugins in this ecosystem, which for an unfortunate variety of reasons, some acceptable and some not, do not relocate their dependencies.
