Upgrade all our EKS clusters to 1.32

Similar to #5537 but for EKS.

While we do this, we should also pick up at least some of the pieces from https://github.com/2i2c-org/meta/issues/1831 alongside, as many of them require rotating nodepools and we can roll that into an upgrade.

Definition of done

• All EKS api servers are 1.32
• All EKS nodes are 1.32
• Some subset of Upgrade all our GKE clusters to 1.32 #5537 is done
