[P&S Initiative] Compute usage quotas

Description

In the same vein as our work on storage allocation quotas, we want to develop a system for compute usage quotas, which will allow admins to limit usage based on allocating quotas to individual users and groups.

Definition of Done

• The feature/service is technically complete
• It’s been tested with one or more users (if applicable)
• It’s been deployed to a production cluster
• It has been shown to be replicably deployable
• It is well documented
• It has been added to our product menu.
• It has been communicated to our communities
