We should refine #5054, to identify what work actually needs to be done.

Definition of Done

The person who is responsible for getting that P&S initiative completed is identified and has capacity
[Platform Initiative] Roll out jupyterhub-fancy-profiles for all hubs #5054 has subtasks that can be completed
The timeline for the initiative is committed to
