I'm starting this issue on behalf of @rrefoy.

For https://handbook.tts.gsa.gov/tools/slack/external-collaboration/, we should add more specifics here:

What is permissible/not.
Account type (single/mulit-channel guests)
Number of users (esp. Compared to TTSC team size)
Transition plan out of GSA slack
When we need to ask for reimbursement (multi-channel potentially)
