Customizable audio player that can keep playing page-to-page

Describe alternatives you've considered
Investigated 3rd party players, but none seem to satisfy a11y requirements and functionality needs

Requirements

• Must pass WCAG 2.1 Level AA compliance
• Must continuously play page-to-page if persistent flag is set
• Must produce text from any speech
• Must have customizable elements
• Must support mp3 format
• Must produce a “jump to audio” bypass block when playing so it can be turned off.
• Must be programmatically focusable

• Must produce text from any speech. Does it mean it needs to produce transcript from audio tracks?
• Must produce a “jump to audio” bypass block when playing so it can be turned off. Is this like "Skip to content" link?
